A public hearing for the Learning Continuity and Attendance Plan was held on September 9, 2020. At a special board meeting on September 30, 2020 the plan was adopted by the Board of Education.

Learning Continuity and Attendance Plan required by Senate Bill 98, Section 43509

Senate Bill 98, Section 43509, established the Learning Continuity and Attendance Plan (Learning Continuity Plan), which is intended to balance the needs of all stakeholders, including educators, parents, students and community members, while streamlining meaningful stakeholder engagement and condensing several pre existing plans. It combines the intent behind Executive Order N-56-20, which extended the timeline for the 2020-21 Local Control and Accountability Plan (LCAP) and required a written report to the community, and the ongoing need for LEAs to formally plan for the 2020–21 school year, amid the uncertainty caused by the COVID-19 pandemic.


The Learning Continuity Plan replaces the LCAP for the 2020–21 school year and supersedes the requirements in Executive Order N-56-20. The LCAP and annual update to the LCAP are not required for the 2020–21 school year. (For single school districts and charter schools, the Learning Continuity Plan may not be used in place of an LCAP for purposes of meeting the requirements of a School Plan for Student Achievement.). A new three-year LCAP is currently scheduled to be adopted by local educational agencies by June 30, 2021.


The Learning Continuity Plan memorializes the planning process for the 2020–21 school year and includes descriptions of how the LEA will do the following: offer classroom-based instruction whenever possible; provide continuity of instruction and ensure access to a full curriculum regardless of the method of delivery; address gaps in learning; conduct meaningful stakeholder engagement; maintain transparency; address the needs of unduplicated pupils (English learners, foster youth, low-income students), students with exceptional needs, and students experiencing homelessness; provide access to necessary devices and connectivity for distance learning; provide resources and supports to address student and staff mental health and social emotional well-being; and continue to provide school meals for students.


The Learning Continuity Plan shall be adopted by the governing board/body of the LEA by September 30, 2020. School districts are required to submit the Learning Continuity Plan to the county office of education not later than 5 days after adoption of the plan. (Charter schools submit the Learning Continuity Plan adopted to the charter authorizer and the county office of education.) The county superintendent of schools may submit recommendations, in writing, for amendments to the Learning Continuity Plan by October 30, 2020. The governing board of a school district shall consider the recommendations submitted by the county superintendent of schools in a public meeting within 15 days of receiving the recommendations.




California’s new education funding model, the Local Control Funding Formula (LCFF), is a major reform in the way public school districts receive money from the state. Previously school districts received a significant portion of money without restrictions, but much of the funding was restricted to specific programs, called categorical programs. Many of the state categorical programs were eliminated when the LCFF went into effect in July 2013.


Under LCFF, the responsibility for allocating funds to meet students’ needs is given to local governing boards. To demonstrate how funds will be used to address eight priorities established by the state, school districts must develop and approve a Local Control Accountability Plan (LCAP) no later than July 1. This three-year plan is to be updated annually. Once approved by the Board of Education, the LCAP will be the basis for expenditures in the District budget for a three year period.


The eight state priorities that Hermosa Beach City School District will include in the LCAP include the following:


  • Student Achievement
  • Student Engagement
  • Other Student Outcomes
  • School Climate
  • Parental Involvement
  • Basic Services
  • Implementation of the Common Core Standards
  • Course Access

The District has consulted with stakeholder groups, including HBCSD’s Board of Education, School Site Council/LCAP Advisory Committee, parent advisory groups, students, administrators and the school district’s employee association (HBEA). A draft of the plan was brought to the Board of Education for a public hearing on June 12, 2019. At that time, there was an opportunity to respond to questions and comments about the plan. Revisions were made as a result of the public hearing feedback. The Board of Education approved the LCAP along with the 2019-20 District budget on June 26, 2019. The Los Angeles County Office of Education (LACOE) will review and approve the HBCSD LCAP for the fiscal year 2019-20 in August 2019.

A public hearing was held at the June 12, 2019 Board of Education meeting, at 7:00 pm at the Hermosa Beach City Hall Chambers (1315 Valley Drive in Hermosa Beach).

The HBCSD Board of Education approved the final draft of the LCAP on June 26, 2019. The Los Angeles County Office of Education (LACOE) reviewed and approved the HBCSD LCAP for the fiscal year 2019-20 in August 2019.

COVID-19 Operations Written Report


In April, Governor Newsom issued an executive order that made changes to the 2019-20 and 2020-21 state accountability timelines. This included an extension of the 2020-21 Local Control and Accountability Plan (LCAP) timeline to December 2020 and creation of a NEW requirement, the COVID-19 Operations Written Report.


The COVID-19 Operations Written Report’s purpose is for the district to explain to the community the changes to program offerings made in response to school closures and the major impacts of such closures on students and families. Required elements in the report include:


  • Description of how the district is meeting the needs of English Learners, Foster Youth, and Low Income students
  • Description of steps taken to continue delivering high-quality distance learning opportunities
  • Description of steps taken to provide school meals while maintaining social distancing practices
  • Description of steps taken to arrange for supervision of students during ordinary school hours
