Hermosa Beach City School District (HBCSD) is proud to provide high-quality education to over 1,400 students from preschool through 8th grade across three schools: Hermosa View, Hermosa Vista, and Hermosa Valley. Repairs and Upgrades for Continued Success

Hermosa Valley, originally built in 1949/updated in 1987, urgently needs significant upgrades to meet modern educational standards. HBCSD has conducted a thorough assessment of each classroom/facility and prepared plans for priority repairs and upgrades. Classroom and science labs designed for a different era require modernization, and outdated HVAC systems drain resources. If approved, these vital funds will enhance campus safety, modernize science and athletic facilities, and support innovative solar energy initiatives.


Strengthening Hermosa Schools Without Increasing Taxes

The State does not provide dedicated funding for school facility improvements unless school districts have local matching funds. To address this, the HBCSD Board of Education voted to place a school improvement bond measure on the November 2024 ballot. This measure would extend the current school bond rate without increasing taxes, generating approximately $28.7 million to fund local school repairs and upgrades, including:


Classroom Modernization & Technology

  • Modernize and renovate outdated classrooms
  • Build new middle school science labs
  • Enhance student access to computers and modern technology

Energy Efficiency Improvements

  • Make energy-efficient improvements, including installing solar projects
  • Replace outdated, inefficient heating, ventilation, and air conditioning systems
  • Upgrade inadequate electrical systems, including network speed and security

Campus Safety

  • Make safety and security improvements, including security cameras, alarms, and fencing
  • Improve student safety by reducing traffic at student drop-off and pick-up areas
  • Redesign Hermosa Valley front entrance for improved safety

Athletic Facilities & Playground

  • Upgrade playfields, playgrounds, and athletic facilities
  • Construct shade structures and student-centered lunch and recreation areas
  • Make health and handicapped accessibility improvements

Mandatory Fiscal Accountability

A school facilities improvement bond measure would require strict fiscal accountability protections, including:

  • A specified criteria for all funded projects and a list of planned projects
  • A Citizens’ Oversight Committee and independent audits to ensure funds are spent as intended
  • All funds would remain under local control to exclusively support Hermosa Schools
  • No funds would be diverted by the state or used for other purposes
  • Public disclosure of all spending
