“All Call” Community Opportunity: Serve on the Citizens’ Oversight Committee
The Hermosa Beach City School District is seeking new members to serve on the Measures S & HV Citizens’ Oversight Committee (COC). This all-volunteer group plays a crucial role in ensuring accountability and transparency regarding the use of bond revenues.
What the Committee Does
Established under Proposition 39, the COC was created to inform the public about the use of bond revenues in an oversight capacity, not a decision-making role. The committee ensures that funds from Bond Measure S & HV are used only as approved by voters.
The COC reports its findings to the HBCSD Board of Education and the community. The Board is required to respond to all findings or concerns noted by the committee and must publicly post the committee’s minutes, proceedings, documents, and reports. Open Positions
- Active in a business organization located within the District.
- Member of a bona fide taxpayer association..
- Parent/guardian active in HVPTO in the District.
Who Can Serve
Proposition 39 requires representation from key community groups, including business leaders, senior citizens, taxpayers, parents/guardians, and the broader community. District employees, officials, vendors, contractors, and consultants of the school district are not eligible to serve on the committee. Final appointments are made by the Board of Education from a pool of qualified community applicants.
Term of Service
COC members are appointed to serve a two-year term and may be considered for reappointment for one or more additional terms. Members serve on a volunteer basis without compensation.
Meeting Information
The COC meets four times a year from 5:00-6:00 PM at the City of Hermosa Beach, located at 1315 Valley Drive in the 1st Floor Conference Room. Upcoming meetings are scheduled on January 14, 2026, and April 2026 (Date TBD).
