English Language Development (ELD)
Support for English Learners

Hermosa Beach City School District is dedicated to providing every student with the education and support needed to succeed and meet the language and academic goals set by the California Department of Education. These goals include:
- Helping English learners develop full proficiency in English as quickly and effectively as possible, reaching parity with native English speakers.
- Ensuring English learners meet the same grade-level academic standards as all students within a reasonable timeframe.
An English Learner coordinator provides assistance to school sites regarding ELD, administers the English Proficiency Assessments (ELPAC), teaches ELD intervention period, facilitates ELAC meetings, and provides support to English Learners and their families.
Contact Erin Infusino, HBCSD EL Coordinator, if you have questions regarding our ELD program at [email protected].
English Language Proficiency Assessments for California (ELPAC) Resources
As required by the California Education Code, schools must identify the language(s) spoken at home by each student through the Home Language Survey. If a language other than English is indicated, the district must assess the student’s English proficiency using the English Language Proficiency Assessments for California (ELPAC).
The ELPAC evaluates English proficiency in four domains: listening, speaking, reading, and writing. Students also receive an overall proficiency level score. Individual results are shared with both parents and teachers to support instructional planning and communication.
To better understand the ELPAC and Student Score Report, please visit the California Department of Education’s ELPAC Parent Resource website.
Additionally, you can take an ELPAC Practice Test with your child.
