Interdistrict Attendance Permits

Interdistrict Attendance Permit Applications for new students seeking admission to Hermosa Beach City School District (HBCSD) will be evaluated on a case-by-case basis and based on space availability. Applications must be submitted online, and all required documentation must be attached. Incomplete applications will not be reviewed.

Applications for 2026-2027 School Year

The application window for the 2026-2027 school year opens January 12, 2026, and closes March 29, 2026.

Applications submitted during this period are not processed on a first-come, first-served basis.
If necessary, a lottery will be conducted on April 3, 2026, to establish a prioritized waitlist.
Applications submitted after March 29, 2026, will be added to the waitlist in the order received, pending lottery outcomes.
The 2026-2027 Interdistrict Attendance Permit Application and Interdistrict Permit Release Application 2026-2027 will be available starting January 12, 2026.

Process for Applying to HBCSD

Obtain a Release Permit:
Visit your home district's Educational Services office to request an Interdistrict Attendance Permit Release. Please note: Obtaining a release from your home district does not guarantee acceptance by HBCSD.
Submit the Online Application (Paper applications will not be accepted.):
Complete the HBCSD Interdistrict Attendance Permit Application online and attach:

The release permit from your home district.
The student’s most recent report card, including the current grade level.
Any additional documentation requested on the application.

Confirmation of Submission:
After submission, you will receive an automated email confirmation. Please note: Submission does not guarantee acceptance into HBCSD.
Lottery Notification (if applicable):
If a lottery is necessary, all applicants will be notified.

The public lottery will establish a prioritized waitlist.
Families will be contacted in waitlist order should space become available between the lottery and the first two (2) weeks of the school year.
Students accepted via lottery must maintain satisfactory attendance, effort, academic achievement, and behavior.

Final Determinations:

Decisions for all applications will be made as soon as possible and no later than 14 calendar days after the start of the school year.
Applications submitted for the current school year will be finalized within 30 calendar days.
Final denial letters will include information about the right to appeal to the Los Angeles County Board of Education. The LACOE Interdistrict Appeals web page provides detailed information regarding the interdistrict appeal process.

Prioritization of Applications (BP 5117)

Applications are prioritized based on the following:

Priority of new interdistrict permit applications shall be granted first to children of current permanent employees of the district. "Children" shall be limited to each permanent employee's immediate famly, including step-children living with them at least 50% of the time.
Priority may be granted to students who have one or more siblings currently enrolled in the school district.
Priority may be granted to children of employees whom are employed by the City of Hermosa Beach.

Interdistrict Attendance Permit Release from HBCSD

Hermosa Beach residents requesting to enroll their child in a public school outside HBCSD must also apply for an Interdistrict Attendance Permit Release. Please note: The 2026-2027 Interdistrict Attendance Permit Release will be available on January 12, 2026.

Submit Online Application:
Complete the release application for the appropriate school year and attach the following:

Proof of residency as outlined in the application.
Additional supporting documents.

Processing Timeline:
Allow a minimum of 14 days from application submission to process the release.

Revocation of Interdistrict Attendance Permits

HBCSD expects students attending on an Interdistrict Attendance Permit to maintain the following:

Satisfactory attendance.
Satisfactory academic performance.
Satisfactory behavior at all times.

Once a student is admitted to the District school based on an Interdistrict Attendance Permit, they are not required to reapply for an Interdistrict transfer and may continue to attend the school in which they are enrolled unless otherwise specified in the Interdistrict Attendance Agreement (California Education Code 46600).

An Interdistrict Attendance Permit may be revoked anytime for the following reasons:

Excessive tardiness or absences from school.
Failure to uphold behavior standards.
Poor academic achievement and/or effort.
Providing false or misleading information on the Interdistrict Attendance Permit Application.
Other conditions that render continuance inadvisable.

Revocation terms and conditions are outlined during enrollment and/or acceptance of the Interdistrict Attendance Permit in accordance with California Education Code 46600 & HBCSD AR 5117 Interdistrict Attendance.

INTERDISTRICT ATTENDANCE PERMITS WILL BE GRANTED BY THE DISTRICT ACCORDING TO THE POLICY/REGULATION ESTABLISHED BY THE GOVERNING BOARD.

Important Dates for the Interdistrict Attendance Permits

2026-2027 School Year Timeline

January 12, 2026: Begin reviewing Interdistrict Attendance Permit Applications.
March 29, 2026: Deadline to submit Interdistrict Attendance Permit Applications to be included in the Lottery (if necessary) for the 2026-2027 school year.
April 1, 2026: Anticipated notifications to begin
April 3, 2026: The 2026-2027 Interdistrict Attendance Permit Lottery, if necessary.
March 31-August 28, 2026: Applications submitted during this period will be placed on a waitlist.
August 28, 2026: Last day to submit an Interdistrict Attendance Permit request for the 2026-2027 school year (based on space availability).
14 Days After the Start of the 2026-2027 School Year: Interdistrict Attendance Permit denial letters will be sent.
